Update Not Working - Corrupted Uninstalled Files At Fault

First of all, I'd like to say that I've often found valuable information posted here. Thus the reason I've become a registered user. :thumb: Hello, all!

The road to this point is long, so instead of telling you every step along the way, I'll give you the milestones that have led me to my dead end.

Back in Sept, for reasons not relevent, I added two MS Chineese languages to my system via the Update program. After discovering them not any use to my work, I uninstalled both via the Programs and Features app in the Control Panel. Since then, I can't remember if it was before or after I uninstalled them, I have been having problems with about 6 updates getting Error Code 80070490. It basically means that the CBS Manifest file is corrupt. Actually the CBS Manifest file identifies some other files that are 'corrupt'. I don't believe the CBS Manifest file is corrupt itself as everything else I've done to this point has determined it to be okay. I have done everything the Windows Help & Support and subsequent instructions and have not been able to repair the problem. Although, it has helped me to somewhat determine where the problem might lie.

There appears to be two subdirectories that lie beneath the system32 directory. They are: "C:\Windows\System32\zh-CN" & "C:\Windows\System32\zh-TW". I'm assuming they are language related because the programs within them both: "secpol.msc" have the unmistakable oriental characters in their title bars. The directories have 53 & 52 files respectivly in each. But all with timestamps back when I first installed the languages. I believe these could possibly be deleted. Why they were not when I uninstalled them is beyond me. I thought to be on the safe side I would first rename the directories before deleting them to be sure.

Two other files located in a subdirectory named: "C:\Windows\system32\wbem" are also 'corrupt'. They are called: "Wdf01000Uninstall.mof" & "Wdf01000.mof" and also cannot be fixed using sfc. What has me worried here is that the time stamps aren't of the same Sept install date. This "wbem" directory has two subdirectories: "zh-CN" & "zh-TW". I'm not getting any corruption hits on any files in these directories so I'm assuming they're probably deletable too. It's the "mof" files in the parent directory that are the concern.

Does anyone know (and I suppose I mean deeply know) what I'm facing and have any solutions? You can be my hero for the year if you do! :dance:

I know I'm talking deleting "system files and directories" but I don't know what I'm doing. I really need the right way to do this. Thanks!!
