isatsap and network driver help

i cant seem to find anything helpful on my own, important stuff down below if you want to skip my rant

i recently had to change the name on my internet bill, in doing so i had to activate a new account. in order to finish the activation i had to download something and install it(some kind of download manager) well when i downloaded it all h*ll broke lose. my antivirus brought up all these red flags and about five minutes after i got my internet system, my whole computer locked up. eventually it told me that microsoft windows is not responding and asked if i wanted to end the process, at this point i was freaking out assuming that verizon had given me a virus. so i restarted my computer, or tried to. it wouldnt start up, i went through 3 reboots and finnaly got to some start up recovery, which told me that windows was unable to start. well i got through it, and it has only happened once since then. but now i have a new problem

i have no internet and my antvirus wont preform any scans and it refuses to turn my firewalls back on - because it cant connect to the internet

running windows 7 64 on a toshiba sattelite l775d - s7222


all of a sudden i cant connect to the web, all the other computers in the house can. i went in and sure enough im having problems with my network drivers. they are corrupted

microsoft teredo tunneling adapter
wan miniport ikev2

ive been on the toshiba/microsoft/freeware sites looking to download these drivers and mostly what ive found is people saying "disable isatap, it doesnt matter" well i did so and it didnt get my internet back. ive also tried reinstalling the drivers from the files within my computer to see if that would help, and theyre still corrupted. i know how to use a computer and fix a lot of things, but drivers and system files are beyond me. i am hoping to find a place where i can download the most up to date drivers AS REPLACEMENTS, but i need to put them on a flash drive to transfer them. it seems that no site is willing to give the files to me, simply because it would solve my problem. ive tried copying the "inf" folder from other computers in the house, but none of them are using the drivers i have. i also learned about system restore today, and i must say its one of the most useless features on a computer. i learned what it does and that it would solve my problem-perfect. when i found it i found out i needed to have made a restore point-.....in the past-......before i had my problem-.......before i knew what system restore was....so that utility is REAL helpful, but only if you know about it i guess

im open to suggestions that dont involve taking my computer apart, or using a backup disc (drive stopped reading discs long ago-hardware issue the ribbon cable coming from the reader got torn, i have no idea how) if you know where i can download these drivers from that would help, but please be specific, i dont want to be rude but please dont tell me to go to microsoft or the toshiba support site, as ive been there and found squat, but
