[SOLVED] Windows 7 is broken

Hi I'm not sure how to explain this but I'll try.

I first noticed windows 7 wasn't working properly when the uninstaller wouldn't open from the control panel. Shortly after I realised many of the control panel features just simply weren't responding. I could click uninstaller or review computers status etc and nothing will happen.

I also tried restoring my computer to an earlier time but once again when I click the link nothing happens.
On desktop if I right click and try to go to screen resolution or personalise I get a

EXPLORER.EXE server execution failed window pop up.

With the uninstaller I have to open it by clicking programs and features and then when I try to uninstall it will flash up like normal with the uninstall window then this pops up.

Error 1719. Windows installer service could not be accessed. Contact customer support personnel to verify that it is properly registered and enabled.

I have noticed this began happening around the time I did some windows updates and I have found 2 updates that fail every time to install. (KB2736428) AND (KB2487367)

Everything else appears to work fine but I'm quite worried that it will grow into something worse. Thank you for your time and any help or advice you can give.
