Help, I've locked myself out of my C: drive!!!

Hi, not sure how I've done it but I was trying to share my c: drive with another laptop in the house and somehow I've managed to change the permissions so that the c: drive is read only to all users including admins!

I'm an administrator user but can't access the drive. I've activated the Vista Administrator user but nor can that.

I've done some googling and I can get an elevated cmd prompt by safe boot with command prompt and run the secedit /configure /cfg %windir%\inf\defltbase.inf /db defltbase.sdb /verbose command but that hasn't sorted it

So, I'm now at a loss as to how to reset the permissions back so I can fully access it. My next option I think is to remove the hdd and put it in a USB caddy, and then recover all the user data onto a new hdd with a fresh Vista install on.

..unless anyone knows another way round the problem?
