[SOLVED] BIOS loads, windows wont

I have an old XPS 420 with a few upgraded parts like the ram, graphics card and hard drive. It has been working fine for years with this setup. It runs Windows 7 Ultimate 64-bit SP1.

Here is the start of my problem.
I received a new keyboard and the computer was at the windows login screen when I disconnected old keyboard from USB port and inserted new keyboard into the same USB port. The new keyboard didn't function at all. I clicked on restart computer. After restarting the computer BIOS loaded but it stopped during the brief Intel matrix info screen.

I had previously removed my DVD drive from SATA port 1 and normally I could just press F1 at this point and continue to windows login. But instead none of the keys would work. I tried to plug the old keyboard back in and still no response at that same screen. I pressed the power button off and then on again to try once more. No response from the keyboard. I then attempted to go into the F2 BIOS menu and the keyboards properly responded there. Also going to the F12 boot menu worked. But it would never go past that after exiting.

I created a usb bootable device with my windows install disk on it and booted the installation. I tried startup recovery. Nothing. I tried going to the DOS prompt to run chkdsk /r and unmounting the HDD so it can fix errors if any. There were no errors. At this point I decided to sacrifice my data and attempt a new windows install. It would go through the install process, but during the restarts, I would arrive at that same Intel DOS message screen also asking me to F1 to resume, F4 to something, and F5 to run diagnostics. But again, no keyboard response at that point.

I went into BIOS and disabled SATA 1 port since it's no longer being used for the disk drive. Now it freezes at the Intel message after BIOS loads, and does nothing forever with a blinking cursor. I tried to boot with my flash drive again but now it wont boot from USB automatically and when I go to boot menu with F12 and choose to boot the USB drive from there, everything freezes.

I'm not sure where exactly the problem is. And I have no idea how to fix the problem even if I had a solution if I can no longer boot with my USB flash drive.
