IE10 using hotmail/outlook cant attach files

so i update to IE10 on my windows 7 it worked ok for a while now i cant attach any files when i am trying to send a email from it as well i cant sign in to messenger from the website as well

i disable all the addons and reset everything to default and yet the same problem occurs

so what can i do uninstall it and put 9 or is there a fix?
