My internet/modem routinely crashes and recently has stopped working completely.

I made an account specifically to get this question answered. I'm not very tech-savy, and I live in Japan, making it difficult to get professional advice/assistance in person. Please help.
(Apologies if this is the wrong board)

I'll try to be as detailed and concise as possible.

For 6 months or so I was using my neighbor's LAN with no problem. To this day, using other people's internet is no problem. This leaves me fairly convinced that even though my netbook is junk, it isn't the fault of my computer.
Eventually I decided to call up and get my own cable internet put in. Ever since it was put in, I've had problems, and that was over a year ago - I've been able to temporarily resolve problems, but now I've finally been stumped.

The problem originated when I was attempting to download large files (500mb+) and my internet would suddenly crash. Network Diagnostics is useless in this situation, and the only way to resolve the issue was the unplug and re-plug the power to my cable modem. Sometimes I'd have to do this every 2-3 minutes. You can imagine how annoying this would be.
During the time I was connected by LAN and was connected through Ethernet cable.

When I called the ISP, they explained that, from their end it appeared my internet was working fine and that I should just "restart my computer and try again". Further frustration.

Eventually I switched to wireless internet. This didn't change anything. My internet still crashed whenever I used it "too much". This also happens frequently when doing something as banal as watching youtube videos and "skipping" ahead, or streaming a laggy video. Normally I'm able to just sit through it.

Also worth mentioning I've never had my internet crash as a result of using internet through my PS3.

My current problem began about 2-3 days ago when downloading a large file. I unplugged the modem from the wireless router and plugged it directly into my computer to make the download move along faster. The file downloaded seamlessly, without problem. I then switched back to plugging the ethernet cable back into the wireless router.

From this point on, I have been unable to connect to the internet, whether wirelessly, or directly through LAN, not even for a moment. I spent about 2-3 hours restarting my computer, switching cables around on my modem, and plugging different things into different places and absolutely nothing has been resolved. My internet has just ceased working. All of the lights on the modem seem to be working properly, despite the fact I have no working internet. I am convinced the issue lies there.

The wireless router is working perfectly fine, and my computer isn't experiencing any other issues.

Questions:
a) Is there a way I can manually fix this issue myself? (and how do I do it!)
b) How do I address this is a serious concern with my Internet Service Provider, since they've brushed the issue off in the past?
c) I remember back in Canada, I called into my ISP once because my internet was slow and they told me to uncheck some boxes (something to do with TCP/IP 6 or 4 or something) and manage my connections in network properties to make my internet work faster. Can I get more information on that, in the event I get my internet fixed?
