Win Vista/& wouldn't boot up

Hello,

I am not sure if I have Win 7 or Vista, had to take my Laptop for repair after it crashed and I think the guy installed Win 7. Had Vista before.

I start the Laptop and it takes me strait to Windows Error Recovery screen. I tried all prompts to start but it ends up back at the same Win Error Recovery page. If I try to start Normally I get Green rectangle running near the bottom of the screen, as it supposed to start, but it runs forever and never starts.

What to do?
