My Packard Bell does'n start

Hi: I have a brand new Notebook Packard Bell easyNote v8.3.4 running Win 7 starter but i did not register the product and since 2 days ago only appears the screen of the Recovery Management, I try both options for the restaure of the Operating System but always back to the same screen.

I will appreciate any help, thanks

PD I have not any boot disc.
