Weirdest problem ever - can't get to one URL

After 8 years of access, all of a sudden, I could not get to fractalmarketreport.com with my desktop. I could get to fractalgoldreport.com, which is on the same server. I cleared cache and passwords. Tried in Firefox, Chrome and IE. Firefox says the connection has timed out. Chrome says Google Chrome could not connect to Fractal Market Report. Tried from a connected laptop; no luck.

So I went through it with tech support at fractalmarketreport.com. My login info works for them and no one else has reported this problem. They said call your ISP.

So I called Time Warner tech support. Went around and around. They are not blocking it. Tried direct connecting to the cable modem and it worked! So they said to get a new switch.

Bought a new switch and installed it. It worked! For about two weeks. Then the problem cropped up again.My desktop can't get to that site through any browser. So I direct connected the desktop to the cable modem, and still can't connect. But this time, the laptop can connect.

Because it is happening with three different browsers, I believe it may be some sort of timing issue in Windows 7 that does not allow enough time for the website to respond. Except that it was responding fine for a couple of weeks after I installed the new switch, and now will not respond even when I take the switch out of the network.

Any ideas?
