New desktop, windows hangs on shutting down screen

I just built a new desktop this week, installed windows 7 on it. The problem I'm having is that when I click "shut down" it just freezes on the shutting down screen, I think I can hear the HDD stop, and all of the lights/fans stay on. I can hold the case power button down and it turns off that way at this point, but I'm afraid that there is a bad part or something, and I'd like to get it taken care of soon if that is the case. I DOES happen in safe mode, i have already done a clean install of windows 7 in attempt to fix the problem, to no avail.

I've been searching a while and haven't found too many solutions, some people say reset the CMOS, I went in to my bios and clicked "reset UEFI(or something) defaults" but I'm not sure if this is the same thing... what is odd is that when I restart, the whole thing shuts down for a few seconds, then restarts, so it IS possible to shut it down, just not with the shut down function...

I'm open to any suggestions, here are my specs

Case: Rosewill Challenger u3
MB: Asrock z77 Pro 3
GPU: EVGA Nvidia Geforce GTX 650 Ti Boost Superclocked
PSU: Corsair C600
CPU: Intel Core i5 3750k
RAM: 2x Kingston 4gb (I have swapped the ram since the problem started with no change)
HDD: 1TB Western Digital Blue
There is also a samsung dvd burner which is disconnected atm to see if that changed it. it didn't
