Absolutely Stumped Win7 Boot Crash On Logo Startup

I've got a few problems with my PC I've tried to explain the most recent activity that I've down before my problems,

I've built my own rig for about 10months now no problems until now. (see specs below), I installed a driver genius the other day and it said my usb drivers where "prehistoric" so I took their advice and updated it all. my two main usb3 ports stopped working, I uninstalled the driver genius & re installed the correct drivers and still same problem. After fluffing around I re-installed Win7 clean and went to the ASUS website downloaded the correct drives proceeded with installing them all. Some forums said to update my bios for usb3 trouble i did so and updated to latest. System didnt want to reboot. So again reinstalled win7 and now I was running fine..still usb 3 trouble. (only on the 2 usb3 ports above my ps2 ports) Anyway, my system now has a mind of its own when I boot it up it will either boot without trouble and run perfectly. But as soon as I shut it down and go to reboot it will ask me to repair or startup normally and when i select either one of them the logo screen will try and come up and immediately crash and reboot. Unless I take the power plug out or bios battery and reboot this way my PC will not turn on.
I've run memtest86 with 100% passes and Im stumped. I have a feeling its my bios. *also i did a clean install today and all my usb devices work and I noticed they are working before I install my drivers from ASUS website. In device manager I right click on USB Root Hub >advance they are set to HIGH not super.* Im afraid to install the intel/asmedia usb3 drivers.

Another side note, when I try to install ASUS Mobo drivers some of the exe's tell me my system isn't compatible with what Im trying to install yet I'm downloading the latest drivers under my mobo model number.
Bottom line I want my PC to boot 100% of the time all the time as I use my PC for work. Im up to try ANYTHING.
