When my computer boots up, most of the time, I am unable to open any programs that require administrator. So far my 'fix' is to restart until it works which is after 4 or 5 times, and even then when it does work, sometimes after a while it stops letting me open programs again. If I try and open an administrative program from the start menu, when I click it, the start menu does not go away like it should, and my cursor changes to say it's loading, even though it will never open. When I open the processes in task manager, it shows the process is using 104k. There is also no box opening asking me for administrative rights to open it.

I haven't been able to get what they say as when it runs the words, it'll close straight after. I know the first word is "error:" followed by 2 columns, but I don't know what they are.
