Browsers won't connect (Skype will)

I did a scan on a friends laptop with Malwarebytes & Spybot and found alot of bad stuff on it (windows 7) scanned and removed but when I restarted the laptop neither chrome or IE would connect to the internet, Skype is online though so I know its still connected, any ideas?

I checked if IE was set to us proxy settings and it wasn't
