vista 64 bit oem to win 7 or win 8 64 bit

Hello my PC has Vista 64 bit OEM Home Premium installed...I running into issue such as AMD GPU's not releasing updated drivers for vista.

How / can I upgrade an Vista 64 bit OEM version to another say win 7 oem version ???
