Using the library system to relocate files

Hello TSF, I have recently redone my Vista Ultimate system and will also redo my Win 7 system. I have read a few threads about what I want to do but the methods all differ. So I still have the this question: What is the BEST non registry damaging way to reroute the user files? I would really like my OS partition to just be that.. my OS & drivers -- nothing else.

I already have programs going to a different partition but I would like
my documents, my downloads folder, pictures,etc. to go to a different larger partition and be recognized in the Library system (which I never quite understood.)
Again, Is there a best way to do this and have it recognized by the library system? I am an intermediate-novice.
