About five or six years ago several applications started acting up...
I believe that these problems were related to Microsoft.net framework, and after a week or so of trying to mess with permissions and looking up online help I decided to simply reinstall all versions of .net framework...
So naturally, I reinstalled all versions via the control panel, to no effect...
And in my frustration and inexperience, I manually expunged all versions of .net by systematically and painstakingly deleting all information under the following locations: Computer/OS: C/Windows/Microsoft.NET/Framework and Computer/OS: C/Windows/Microsoft.NET/ Framework64.
A unrelated solution was discovered later, and the whole fiasco was pushed to the back of my mind...

This was a terribly grievous error on my part, as deleting anything not created by the user can be incredibly dangerous...
The absence of these folders has not diminished the functionality of my system, at least not as far as I can tell...
However, the situation leaves me uneasy and I would like to rectify this if at all possible...
