[ISSUE] Reboot/Shutdown freezes at "Waiting for programs to close"

Hello once again TSF! I have been helped a lot by you guys before! Lets see if you can help me again! :)

So, I hardly reboot/shutdown my computer, but i recently cleaned it up and removed some apps i no longer use. All went well.

However, when i went to restart my computer (to finalize uninstall) it got hung up on the "Windows is waiting for programs to close" and what do ya know the list was empty :banghead:

So I sat and waited about 20 minutes, then i noticed i couldnt click anything and nothing responded but the mouse moving and the power button. HDD light was out too:angry:

So i held power button to force shut down, worked. Started up and asked if i wanted to boot to safe mode etc. I selected boot normally. It booted up just fine everything is still working but i can't shut down or restart AT ALL.

I even tried the command in CMD to see if i could get it to shutdown that way using

shutdown /f

and the same thing happened, it appeared to be shutting down then just hang there, ( no waiting dialog as /f does not show that ) So i waited ten minutes, still no reboot.

I am at a loss, and Google is really not helping any either.

I need the TSF geniuses :)
