PC slow downs and stutter

Hi all,


Computer started doing this last week. The computer is slowing down at random intervals. The sound stutters in all applications and when playing video it stops and starts. When the problem occurs the mouse moves really slow as well, and all open programs seem to lag. I had this prblem about a month ago, so I reintalled everything (formatted the drive as well), but now its happening again. It is doing my head in.
Performed a deep scan with Avast and that came up empty.

Is it possible its a driver?

Any thoughts or suggestions on why it is running like this would be greatly appreciated.
