My 32-bit programs that use the internet won't work or install anything.

All of my files in Program Files (x86) including things like Microsoft Outlook, or even my non internet programs like Winamp (which has a built in browser) cannot connect to the internet or function as they should. My internet explorer (64-bit) version does work as it is in the Program Files folder and a 64 bit program so I do know it is not an internet connection or ISP issue. I am able to download only certain things like Mozilla Firefox, and some games. Where as I cannot download things like Google Chrome, or McAfee which I can only assume is because Windows Installer must connect to the internet and is a 32 bit program.

This is a sudden issue which almost appeared out of nowhere with no previous updates or installs. I have tried contacting Dell (I own a Dell Alienware PC with top of the line everything, and everything is up to date) restarting and trying to fix the drivers. Which are all things I tried previously now realizing that it is only the 32 bit programs that do not work. This would supposedly be fine if it wasn't 80% of my computer not working!!!!!
