Several .net applications failing!

I'll try to summarize this quickly, as there is a lot of information to get through. No walls of text for you!

On the Windows Feature panel, IIS and IISHWC are disabled. Upon enabling, I get errors restarting Windows and it automatically reverts to them being disabled.
.net 3.5.1 is enabled, and is unable to be disabled (Probably due to me farting about trying to fix my problems!)

A few video games, and several pieces of software throw up an error saying that there is a problem with a .net configuration file, and then proceed to lock up.

I can't seem to figure out how to completely uninstall/reinstall .net files, and the .net cleanup utility doesn't seem to be completely clearing it (as the windows/.net/framework folders still exist!)

Has anyone got any uninstalling tips? I need to completely get rid of any hint of ANY .net version off my PC, and then reinstall them fresh.

Failing that, does anyone have any idea why I might be getting .net errors on my applications?

My event viewer is choc-a-bloc of these kind of errors.

EDIT: A reformat is not an option, so please don't suggest that. :( I have 3 TB of Data that has nowhere to go, and must be kept!
