Startup loads to desktop, but then gets stuck

Hi! My vista pc starts up seemingly fine, and loads my desktop with background, icons and taskbar, but then gets stuck. The mouse moves, but cannot select anything. Ctr+alt+delete doesn't do anything. The only way to turn it off is then to use the power button. It starts up fine in Safe Mode, and virus and malware checks found nothing.

I am hoping somebody has a solution to this problem!
