Windows not starting properly?

On several occasions when I attempt to boot up I get the message - Windows cannot start properly. It then prompts me to run system restore and eventually boots up.

Internet explorer always then hangs totally frozen [HDD light on at this time] until I open task manager and it says its running?

When I look in processes in task manager I can see that iexplore.exe is listed twice?

Surely this cant be right? It I end one of these processes will it start again next time i boot up?
