Explorer.exe restart loop

Greetings,

Earlier this month I began experiencing an odd problem, where explorer.exe would randomly crash, restart, and then repeat the process every 2-10 minutes. Originally, I was able to solve the problem by restarting my machine. However, as of yesterday, the problem exists regardless. The only solution I have found is to end the explorer.exe process in the task manager, and only start it up again when I need to use Windows Explorer. Even that no longer works perfectly, as even though explorer.exe will no longer reboot randomly (as it is not running), I do get other programs acting as if it is (fullscreen games will freeze randomly, or lock up and briefly minimize themselves, then restore themselves, and continue; the same behavior they displayed when explorer.exe was running and went through a crash/restart).

At first, it would only begin once a program I was using froze and/or crashed. It would happen regularly anytime anyone tried to call me with Google Voice, if I had the tab open in Chrome. First Chrome would crash, and then Windows Explorer, and the restart loop would begin. Now, however, it seems stuck in a loop no matter what I do.

The first thing I did was scan for viruses. Spybot, AVG and Malwarebytes all found nothing. I've looked around online for other possible solutions, and nothing I have tried so far has worked (windows updates, rollback updates, system restore, clean out the registry, etc).

What should I do?
