Microsoft fails to boot, bluescreen'd at startup

Windows startup will lock up at launch, and then blue screen with the following code:

Running Microsoft system repair off of windows 7 disk fails, Problem Details Returned:

chkdsk /f /r comes back with:
The type of this file system is NTFS
Cannot lock current drive
Windows cannot run disk checking on this volume because it is write protected.

I was able to run sfc /SCANNOW /OFFBOOTDIR=c:\ /OFFWINDIR=d:\Windows, but it found no problems and still refuses to boot windows.

I have attempted to restore to multiple points, but all of them fail. Safe mode fails as well.
