Closing IE gives SHLWAPI.dll error

After an unsuccessful software install, everytime I close an IE (IE 9) window, it gives a popup window saying:
Internet Explorer has stopped working.
Windows can check online for a solution and close the program. (it can check and check and it never finds anything.)
