Computer has slowed to a crawl, network issue?

Hi there,

My computer has slowed to a crawl and I am a little confused as to why. It boots up normally, but once I am logged in, it takes a good 5-10 min for anything I click on to load. I can't do anything with it. Opening task manager shows that I am using less then 10% CPU and around 40% memory. I have closed all programs, so I doubt that is the issue. Here is where it gets tricky:

The computer runs fine in safe mode, but runs at the same snail pace in safe mode with networking. In safe mode, if I click on networking, it freezes up for a few minutes. When I boot my computer up and exit out of any system task that has to do with Intel wireless, the speed drastically improves, but still lags on certain things like when I click the control panel open.

I am almost 100% positive I didn't dl a virus, however, this did occur right when a download was finishing in chrome. It hit 100% then froze for 5 min, then it finally said dl complete. The lagging started before the file was even opened or ran. It was a normal AVI file, not an exe. That being said, I ran malwarebytes and McAfee anyway and they came up with zero results.

I ran diagnostics on my computer and during one of the really long memory tests, it shut down. When I booted it up again and went into diagnostics, it gave me a hard drive error code 2000-0146. A failing hard drive though? Does this make sense with all the obvious network issues? Any insight would be greatly appreciated! My laptop is a Dell, if that makes any difference.
