Laptop is Extremely Slow; tried countless things

First of all let me inform you that my laptop is so slow that I am making this post on my smart phone. Yes, it's so frustratingly slow that I'm being forced to this tiny screen on my phone. I had to sign up for techsupportforum on this phone and everything so I am really, really irritated now by my laptop.

It was workimg decently a few weeks ago but recently it has become unusable by first-world standards.

I'm not a computer whiz but I'll give as much info as I can.

Some info:
- OS: Windows 7
- Memory: C: 99 GB, 24 GB free; E: 118 GB, 56 GB free; External HDD 1.3 TB, 110 GB free
- Dell Laptop Vostro 3550
- About a year old
- 3 GB RAM
- 64-bit
- Processor: Intel Core i3-2310M CPU @ 2.10 GHz

Problem:
No matter what I do, I will receive lag/delay. If I open up an internet browser like firefox or chrome, they will take a long time to open up, about maybe 3-5 minutes average. IF I even go into the google search bar or URL bar to type something it will freeze up, I get the nice blue circle and at the top it will have a nice (Not Responding) in parentheses. This also happens if I open a new tab in said browsers, or open a new link in a new page or tab, there will be lag, delay.
If I open Control Panel, Microsoft Word, Adobe Photoshop, any movie or music file, there will be delay. EVEN when I open the Calculator, NOTEPAD. Yes, there is delay on starting up even Notepad and lag when I attempt to type anything in it, I.e. I type maybe 4 words, it will lag and if I click within obviously some of you know the program will sort of turn a faded white color until it works again. This happens in games as well. while I'm doing my thing, like for example in Warcraft III, if I could manage to get it to work, the screen will freeze very often. I play this 2D MMo as well, doesn't take a lot of computing power to run it, yet my screen freezes very often. I used to be able to play this 3D MMO quite comfortably but now I can't even log in without waiting 5x the amount of time I normally did, and that's no exaggeration.
When I'm going through folders, same thing, and usually when I'm navigating and go to a new folder for example Folder A on my Desktop which might have File 1, 2, and 3, when I open the Folder A it wiol be blank, and I will see the lag, and have to wait maybe 30 seconds or longer before the files appear. The problem is, this happens often, everywhere on my computer, whether it's browsing my folders, or browsing online such as on Google or Youtube, or when I'm trying to game, which I unfortunately cannot do any longer.

Things I thought about and Did:
- I cleared out programs I don't use, no need to tell me that.
- I do have CCleaner and went through everything on it, Registry Error fixes, Disk Wiping, etc.
- I do not have a virus, so no need to mention that. I have Anti Malware and NOD Eset anti virus or whatever it's called.
- I did disable unneeded startups, and there weren't many when I checked anyway, through CCleaner and msconfig and I looked at them in Safe Mode.
- I do not need to Defrag. All three of my partitions or whatchamacallthems after analyzation said defragmentation is not needed, all at 0% fragmentation.
- I have went though the Command Prompt running it as an Administrator and did the chkdsk C: Drive etc, and it didnt do anything.
- No, I didn't install anything funny recently, but I have been uninstalling things like crazy to give myself more space because of this issue.
- No it's not an overheating issue, because I used my laptop in a cool environment and intentionally pointed a giant office fan at it to force it to remain cooled and it's still the same results with or without doing so.
- I often delete these two files in my C drive from a folder called logs. They're safe to delete as far as I know, and I like doing so because they eat up my memory for nno rreason. When I first discovered them, one was 5 GB and the other was 27 GB, scary, I knoe, and they constantly increase in size for some reason and to this day I still don't know why but I don't really care since I delete them habitually anyway.
- I have done a large number or other things, such as trying Microsoft Fixit and a few other such mainstream or discussed methods and all have failed.
- I have to make this large post on my phone, and frankly that's sad in my opinion.

Is this a software issue? Hardware?
Any help that could bring my issue to a resolve is greatly appreciated.
Sorry if I mispelled anything or if my grammar was a train wreck because minor edits aren't very speedy or intuitive on my smart phone.
