Cannot Open Icons, Windows Installer Error

Hello,

My issue started out with desktop icons not working. Could only access programs through start menu. I was also getting error messages such as, Cocreateinstance failed, code 0x80040154, class not registered, Volume Shadow copy service error, Ieframe.dll may be outdated.

I then started to move everything to external hard drive to clean computer, now I cannot access internet, I have Windows 7 installed. Tried to repair computer through startup after pressing F8 and it gives me an error about Windows Installer is not properly installed. I would appreciate any help on this as it is frustrating.
