Cursor Working In Background

From time to time my cursor displays the "Working in background" annotation when nothing is really happening. It is not much performance decreasing but it is annoying. Also when this happens it sometimes freezes my whole computer and causes it to crash or "Blue Screen" This laptop is fairly new and has not been doing this in the past. This started maybe a day or two ago.

The only new programs i have downloaded right before this started happening was LibreOffice as my Microsoft Office was unresponsive (not because of this problem)

I have also run scans with AVG and Avast as multiple websites have suggested it be a virus. Nothing came up.

Recently out of curiosity whenever my mouse went to working in background mode i would open up task manager and see if anything new popped up, and for the few seconds that it was "working" a new program called "wuauclt.exe" So i did some research on this and it was apparently a vital windows updater so i decided against removing it. Also whenever i tried to close it in task manager it would not let me saying i needed premission even though i am the Administrator.
