boot loop

hey..
so i got one for ya all maybe im just being dumn
i got a hp pavilion dv6 laptop with 7 home prem on it... it is doing a boot loop where it takes me back to the splash screen.... when i try to run the start up repair all i get is blue screen.... so i went out and got a disk for it.. it boots fine into the install but when i try click the install thing on the menu it goes to a screen that is blue and says starting installation and will sit there for hours with the blue spinning thing going and going in circles.... so it ain't freezing.... i also tried to run the repair from the disk and i get the same from that as the hard disk.... nothing but blue.... do in need to wipe my hard disk and start over or do i need to install from a desk top.... i ran all the dignostics tools from bios and manufacturer and every thing phisicaly works.... it just wont start windows

any ideas???
