Failure to display security and shut Down options

I've never had any trouble until today, no crashes or anything. But today I restarted my pc and when It loaded windows 7, I could not open any programs. It locks up(the mouse is free but I can't do anything else) and won't open anything. So I hit ctrl-alt-delete, only to have the screen go black and it bring up"Failure to display security and shut down options" error. So after manually shutting it down, because the restart feature wasn't working either, I went into safe mode, where everything runs fine, like nothing happened. When I run normal windows, the same problem occurs. But ive narrowed it down. It only happens when I'm connected to the Internet. I've run a anti-virus/malware scan and it's come up with nothing. I've also tried restore points, but the same issue happens. Any help would be appreciated.

AMD FX 6100 six core processor
AMD Radeon HD 7770
