Windows recovery cd

Hi my friends. I am here again becouse i have a question.

I have created windows recovery cd from Control Panel >> Backup and recovery >> Create windows recovery cd.

I have created it, but i want to know, which type of error can solve this cd, what can it recover?

And can you say my friends what is WinPE cd?
