Windows 7 freezing issue

A day or two ago, these thin little horizontal bars started to flick across my HP pavilion g4 laptop. They were very rare. Then today I got on my laptop and they started to appear more frequently and in larger numbers. I figured it was because I hadn't restarted my laptop in quite a long time, so I restarted the computer. I got back on and after a while the bars started spamming my screen and my screen literally shifted so the edge of the screen was in the middle, and moving your mouse off the sides would snap your mouse to the other side of the monitor. I navigated to the home button and restarted my computer. I could play for a while, but eventually after I went an had dinner the whole thing froze. I had to do a force restart with the power button. Now whenever I log on to my laptop it freezes so I can't interact with anything after 3 seconds or so. The Skype notifications still show up however. Any help would be appreciated.

EDIT: I've managed to access Google chrome by clicking the task bar icon immediately after I log in. After that I can open a few things for a minute or two after I log in by using the windows home button. However, after a while the home button menu freezes and I cannot access what I have opened from it. Everything besides Google has a loading hourglass when I hover over it.
