Internet/DNS/connection problem?

I've encountered problems with the internet before, and I've encountered problems with my DNS before, but I have never encountered a problem like this.

I'm on an alternate connection right now, obviously, but I usually use my neighbor's internet connection, with their permission. The problem is that I can't load any pages in Mozilla OR Internet Explorer... but my Skype works perfectly fine. Troubleshooting kept telling me that it couldn't detect any problems. Then it started telling me that it was my DNS. I flushed my DNS, and it went back to telling me it couldn't detect any problems. But I still couldn't load any webpages. I restored my computer to factory settings, hoping it would help, and I'm still having the same problem.

The only possible thing I can think of is that it must be in the connection itself, but as I don't have access to the internet box, I don't know what to do. Unless it IS in my computer, and is something that the restore couldn't touch?

I don't know, I've been at this for hours, and I'm completely flabbergasted. :banghead:
