DirectX End-User Runtime Web Installer internal error

Hi, my Windows 7 says DirectDraw and Direct3D are unavailable and I've been trying to install them with the web installer. But every time I try it shows me this message:

Error - An internal system error occurred. Please refer to DXError.log and DirectX.log.

So I looked at DirectX logs and it says:

I've been searching through every forum that shows up to this problem but for some reason I can't fix it. I don't know why the log says installing on Win6. It's definitely win7 and diagnostics say its DirectX ver 11.
