Youtube not streaming

So here is my problem, I am an avid youtube watcher. Here is my hurdle, I load a video and it will play the first 10 seconds and then stop.

sometimes it will start loading at a super crumby setting, sometimes it'll be fine.

i did find one device on my network that unknown so I enabled a block

but problem still exists.
Specs:
Puter - Amd Anthlon II X4 630 processor, 2.80GHz
OS - 64bit Vista
Modem - Cisco DPC3825

i have already nixed most of my other social networks, perhaps its time to nix youtube :sad:
