The "click-box" stays in monitor and wont go away

Sometimes when I did an action, the "click-box" would just stay until I reboot/turn-off my computer, it happens everyday and its quite irritating.

I guess the attachment explained my situation:ermm:

Is this a problem of video card? or monitor?
