Was misunderstood last time.

I was misunderstood last time I posted about this. I am not trying to bypass having to put a password in, I just would like to know if there is any way that you can make it so administrator password is not needed for downloads or opening programs that usually would need admin password/rights. Thus, is there a way an administrator can set it so that downloading programs is not administrators only? I don't want to bypass the password, just maybe put it in once and have it work indefinitely or something when downloading?
