automatic timing system

OK. so here's my story. I've had a lot of trouble remembering to do chores n' things around the house. nothing has worked to make me remember. so i came up with a creative and complicated way to solve my problem. but that's a problem in itself because I'm not sure how to set this up. so anyways, here goes my long explanation. the reason i forget to do things is because of too much computer gaming. i hypothesized a way to not only limit my gaming, but also allow my mother to easily give me instructions at the same time. OK NOW, i'll explain my long and complicated plan along with relevant details. (sorry for the long introductory read peoples. please forgive me? )

first, there are 2 accounts on my com. one is mine, the other is one i created so my sister could use the com and not screw anything up. this system relies on that second account to do things. first, I'll limit the second account to do almost nothing. no internet browsers (still need the internet for this to work though.), no games, nothing except a few programs I'll need. one of these programs is Microsoft outlook. and i think the other is Microsoft excel.(or at least I think excel is the right program for this job) but anyways....

second, I'll get my com to automatically log me into the second account when i turn it on.

third, i'll make an excel file (if that's the right program for this. though i might need more than one for this to work. but i'd like it to run smoothly if possible.)
this excel file will contain spots for maybe like 15 text boxes along with bullet point check off things for each one. (i don't know how to use excel at all)

(and now the complicated part begins. but anything is possible on a com right?)

fourth, i'll send this file to my mom who will then copy it and save it. after that, she'll fill in the the file with the required tasks and e-mail that to me.

fifth, if my com detects an e-mail from mom, it will prevent me from logging out. i'll open said e-mail and look at the excel file. there i will see my tasks for the day. when i check off one of the boxes the log out button will be enabled. I will be allowed to log in to the other account for a limited amount of time. After clicking one of the boxes there will be a short cooled down before I can click another one.

Sixth, after that sat amount of time, I will be booted from that account and placed in the other account. Though one I will be given a 5 minute warning with some sort of chime.

Finally, After all of the boxes have been checked, the computer will be automatically completely unlocked for my use.

As far as I know, you can do pretty much anything on the computer. Therefore, this should be entirely possible.... I hope.

(P. S. This was done using windows voice recognition. Therefore there might be some spelling errors that I didn't catch. Someone was borrowing my keyboard at the time I was making his post. Sorry for the inconvenience.)
