Window hiding

Sometimes when I open hexchat, it will be in the tray icon and then when I click the tray icon to try to bring it to the front and view it, it will simply not show up. It shows up that it is running in the tray icon and through task manager but I can't seem to get it to show up in front of me. If I hover over it in the taskbar it looks almost completely black. I've tried to go to task manager and press bring to front, I've also tried show windows side-by-side and stacked because one time and only one time that had worked to get it to show up that way.

I can sometimes get it to show up unpredictably just by restarting windows and opening it and presumably getting lucky. this isn't a solution that really works for me. any help would be greatly appreciated.
