Recently my desktop computer has been acting weird. At random times it will show this on screen.

This has happened two times before. The first time it happened the computer was shutting down. It was like that for a while and I just shut it off manually. The second time it happened I was booting it up and was trying to get to a website.
I'm afraid to get the full computer specs cause of further damage to it but I have
Windows Vista 32 bit
2GB RAM (expandable to 4)
AMD Athlon 64x2
