HP Pavilion running WIndows 7

My HP pavillion desktop is stuck in safemode. I tried what u suggested on another forum with the windows key +r, nothing happens, still safe mode around the borders, no start menu, etc.... nothing happens, even after rebooting doing the same thing repeadetdly

What else can i do?
